Great infographic showing functional satellites, nonfunctional satellites and debris over 10cm by country.

Thus we can calculate Functional to Junk (non-functional + debris) Ratio:
Countries Shooting Stuff Into Space On The Regular:
USA: 453/(683+3258)= 11.49%
Russia: 86/(1310+2690)= 2.15%
China: 40/(29+2690)= 1.47%
France: 13/(29+2690)= 3.69%

China+Brazil: 3/(0+60)= 5%
India: 17/(17+106)= 13.8%
Nato: 3/(5+0)= 60%

2 for 2 Club:
Nigeria
Pakistan

1 for 1 Club:
Iran
Portugal
Kazakhstan
Mauritius
Morocco
Algeria

The Chump Club:
Columbia 0/1
South Africa 0/1

From Wikipedia:
The present means for spacecraft shielding, such as those used for the manned modules of the International Space Station, are only capable of protecting against debris with diameters below about 1 centimetre (0.39 in).
